Description

JOB PURPOSE:   

The Emergency Management Coordinator is responsible for the coordination and implementation of emergency preparedness with 24/7 oversight of incident and event response. He/she coordinates operations, supply management and training exercises with the coalition to ensure an organized response during a disaster. Serves as primary point of contact for the Department of Public Health, overseeing all external emergency preparedness functions and supporting internal planning and preparedness within Piedmont Henry. 

KEY RESPONSIBILITIES:

1.      Serves as the EOC and Safety Officer, intervening whenever conditions pose an immediate threat to life, property or health.

 2.      Responsible for all aspects of the hospitals’ Emergency Management Program.

 3.      Responsible for the functions and duties of the region’s Healthcare Coalition Coordinator / Regional Coordinating Hospital.

 4.      Develop and prepare reports that fulfill Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) requirements.

 5.      Collaborate with the Department of Public Health in the creation, development, education, training, and implementation of disaster plans that are in alignment with state and other regulatory agencies.

 6.      Be familiar with and advise healthcare facility operations on the requirements of the Office of the Assistant Secretary for Preparedness and Response (ASPR), and Hospital Preparedness Program (HPP).

 7.      Provide a coordinated approach with healthcare coalition leadership to ensure that they develop and document a regional response framework, including capabilities and capacities, staff, and equipment and supplies.

 8.      Obtain current information regarding medical surge resources, plans, and guidance and share with healthcare facility and coalition leadership, so that they may consider these plans and resources in support of hospital or community medical surge responses.

 9.      Support a coordinated approach for planning or participation in exercises to demonstrate and analyze the quality of healthcare facilities’ emergency plans. When applicable, incorporate HPP exercise requirements into each exercise. Evaluate and document strengths and weaknesses of local and regional drills and exercises and provide expert analysis of After-Action Reports which will be completed by healthcare facilities and/or the Coalition in Homeland Security Exercise and Evaluation Program (HSEEP) format following participation in drills or exercises

 10.   Serve as the primary liaison for communications and coordination between hospital planning teams, staff, long term care facilities, health clinics and the public health emergency preparedness and emergency response infrastructures.

11.   Investigates and coordinates the resolution on all safety related variances.

 12.    In coordination with the Facilities Director, facilitates compliance with all applicable worker safety governmental directives including OSHA regulations.

Requirements

MINIMUM EDUCATION REQUIRED:

Bachelor’s degree from a recognized college or university in industrial safety or other related field required

MINIMUM EXPERIENCE REQUIRED:

Two (2) years progressive work experience in Emergency Management. Experience with DNV and the Joint Commission Environment of Care standards, the Emergency Management standards and the survey process.

 ADDITIONAL QUALIFICATIONS:

  • Certified Healthcare Operations Professional (CHOP) preferred
  • Certified Healthcare Facility Manager (CHFM) preferred
  • Certified Healthcare Contractor (CHC) preferred
  • Senior American Society Healthcare Engineers (SASHE) preferred
  • Certified Healthcare Physical Environment Worker (CHPE) preferred
  • Lean Six Sigma Black Belt (LSSB) preferred

KNOWLEDGE, SKILLS, ABILITIES

  • Must demonstrate understanding of Hospital Safety principles.
  • Demonstrated understanding of Emergency Management principles
  • Demonstrated understanding of federal grant deliverables compliance.
  • Advanced knowledge and skills in interpretation of State, Federal, and Local Codes as it pertains to safety.
  • Familiarity with the Emergency Management programs administered by the Georgia Department of Public Health (DPH), Georgia Hospital Association (GHA), and the HHS – Assistant Secretary of Emergency Preparedness and Response (ASPR).
  • Ability to read blue prints and other single line drawings.
  • Demonstrated decision-making and problem-solving skills.
  • Skill and ability to communicate effectively both verbally and in-writing.
  • Skill and ability to handle multiple priorities and deadlines.
  • Ability to work as a member of a team.
  • Skill and ability in Microsoft Office applications.
